The development is a collaboration between MGM Resorts International and Orix Corp., with representatives from both organizations in attendance, alongside Osaka Mayor Hirofumi Yoshimura.
The planned MGM Osaka resort will feature approximately 2,500 hotel rooms, around 120,000 square meters dedicated to conference facilities, 100,000 square meters of exhibition space, and a theater that can seat 3,500 guests.
The anticipated completion date for the project is scheduled for the third quarter of 2030, although local media suggest that construction could be expedited to begin in 2025 to coincide with Expo 2025 Osaka.
During the expo period, construction activities involving heavy machinery may be limited, particularly until October 13, when the event concludes. There will also be significant adjustments to site activity on days with high visitor traffic. MGM Osaka Casino

Additionally, up to HK$23.4 billion (approximately US$2.99 billion) is allocated for refinancing existing loans and supporting operational expenses and corporate needs.
