Ministry of Sports and ANJL Join Forces to Champion Fair Play and Responsible Gaming

In a bold move to safeguard the spirit of sports, the Ministry of Sports and the National Association of Games and Lotteries (ANJL) sealed a landmark cooperation agreement on Wednesday, October 22. This dynamic partnership is set to tackle match-fixing head-on while fostering ethical practices in Brazil’s fixed-odds lottery system.
The agreement, signed with enthusiasm by Minister of Sports André Fufuca and ANJL President Plínio Augusto Lemos Jorge, marks a turning point in the fight for transparency and fairness in sports betting. “This agreement aims to consolidate a cooperation network with the main players in the regulated sector, to ensure that the growth of the betting market is aligned with ethics, transparency, and the protection of the integrity of sports competitions,” Fufuca declared with conviction.
The ceremony also welcomed Giovanni Rocco, National Secretary of Sports Betting and Economic Development in Sports, who couldn’t hide his excitement about the deal. “The signing of this cooperation agreement is very important because it allows us to engage more closely with the regulated market, with companies that want to work within the law and have the capacity to create educational campaigns, train operators, and also combat match-fixing,” he emphasized, underscoring the transformative potential of this collaboration.
Anchored by the National Secretariat of Sports Betting and Economic Development of Sports (Snaede), this initiative operates without financial transfers and aligns seamlessly with the General Sports Law (Law No. 14,597/2023), alongside Law No. 14,790/2023 and Decree No. 12,110/2024. These frameworks empower the secretariat to lead efforts in preventing match-fixing and overseeing fixed-odds betting nationwide.

The agreement lays out an ambitious playbook: expect hard-hitting educational campaigns on match-fixing and responsible gambling, alongside operator training programs, shared methodologies, and collaborative studies. Both the Ministry and ANJL have appointed representatives to ensure these initiatives stay on track.
With a five-year horizon, this 60-month partnership is poised to make waves. The signing event brought together key players, including ANJL’s Plínio Augusto Lemos Jorge, Sports Betting Monitoring and Evaluation Director (and acting deputy) Emerson Melo, and the association’s legal director, Pietro Lorenzoni.
