Sri Lanka Takes Steps Toward Establishing Gambling Regulator

On April 24, 2025, the Sri Lankan cabinet approved plans to create a regulatory body aimed at overseeing the island’s expanding gaming industry. This initiative is set to be presented to parliament for further approval. Sri Lanka Gambling Regulator

In February, cabinet members endorsed a draft bill designed to establish a Gambling Regularisation Authority in Sri Lanka.

A notice published in the Government Gazette on April 21 noted that this authority would serve as the primary independent regulator with comprehensive jurisdiction over gaming activities, encompassing online and offshore gambling, sports betting, ship-based gambling, and land-based establishments.

Minister Nalinda Jayatissa emphasized that the proposed authority would operate as the national regulator with extensive responsibilities.

The cabinet bill has received the attorney general’s endorsement and is now on its way to parliament for approval.

The Daily Financial Times reports that the Sri Lanka Committee on Public Finance has consistently advocated for a dedicated entity to establish gaming regulations and ensure adherence to those rules.

The new regulator would be responsible for overseeing licensing, taxation, anti-money laundering measures, and standard practices to combat problem gambling. MP Harsha de Silva has specifically raised concerns that some online gaming operators might not be fulfilling their obligations.

Currently, the land-based gaming sector is limited to a single integrated resort (IR) located in Colombo Port City. Last October, Melco Resorts & Entertainment launched Phase 1 of their new $1.2 billion IR, City of Dreams Sri Lanka, within the city’s special economic zone.

Phase 2, which will feature the nation’s first casino, is scheduled to open in the third quarter of 2025. Just last month, the government awarded Melco a 20-year gaming license. Sri Lanka Gambling Regulator
