DraftKings followed closely behind FanDuel, achieving just over $26.5 million in AGR for January 2025, which marked an increase of nearly $4 million from the previous year. Notably, mobile betting was a major contributor to this success, accounting for $857.9 million of the overall handle, while retail betting only produced $6.2 million.

The Arizona Department of Gaming (ADG) has disclosed these impressive figures, highlighting that the state’s sports betting landscape continues to flourish, particularly through mobile platforms. The $83.6 million AGR, showing an increase of approximately 20.6% year-over-year, further underscores this trend. FanDuel’s strong performance, with almost $34.8 million in AGR, was complemented by DraftKings’ robust showing, contributing significantly to the overall figures.

Retail betting, however, saw limited contributions, with only BetMGM and Caesars reporting retail AGR figures of $70.4k and $34.7k, respectively. Although DraftKings and FanDuel operated retail options, the bulk of their revenue stemmed from online wagers. BetMGM achieved the third-highest AGR in Arizona with over $9.8 million, while both Caesars and Fanatics sportsbook reported $3.4 million in AGR for January 2025.

It’s noteworthy that FanDuel and DraftKings together generated over half of Arizona’s total handle, with FanDuel recording approximately $288 million and DraftKings accounting for nearly $272 million. BetMGM was the only other operator to surpass the $100 million mark in handle for the month, while Fanatics followed with $55.6 million, Caesars reported $48.3 million, and bet365 rounded out the contributions with an additional $42 million in handle.

In light of these developments, the ADG recently issued a Consumer Protection Alert on April 2 to address the increasing number of illegal online casinos providing games of chance to players in the state. This highlights the ongoing efforts to ensure a secure and regulated betting environment as Arizona’s sports betting market continues to expand.

According to the ADG, the entities in question were offering access to a variety of online gaming services. These included slot-style casino games, sweepstakes platforms, sports wagering, horse race betting, and peer-to-peer wagering exchanges. The regulator emphasized that “These operations are not licensed by the state and fail to meet Arizona’s strict regulatory requirements, thereby posing significant consumer protection and financial risks to Arizonans.”

Several unlicensed operators have received cease-and-desist orders, including ARB Gaming, LLC, which operates as Modo.us (an online casino), BITMODO LLC, Modo-, and Epic Hunts (sweepstakes). Other operators such as Generiz (event wagering sportsbook), ProphetX (peer-to-peer exchange), as well as MyBookie and BetUS.com.pa (which offer multiple types of gambling) are also on the list. These entities have been instructed to halt all gambling operations and take immediate measures to prevent Arizona residents and visitors from accessing their websites.

Jackie Johnson, the director of the ADG, stated, “Illegal gaming—no matter the platform or format—has no place in Arizona. Whether it’s sweepstakes, online casino-style games, or unauthorized sports betting, if an operation exists outside of the state’s legal and regulatory framework, we are prepared to take enforcement action.” She added that illegal gambling not only violates the law but also compromises the economy and undermines consumer protections. The ADG fully endorses licensed and regulated operators who adhere to legal standards, contribute positively to Arizona’s economy, and offer the consumer protections that a regulated market provides.

Recently, the ADG also issued a consumer protection alert regarding fraudulent online gaming operators, noting that it had received complaints about online platforms that falsely claimed connections with licensed Arizona casinos.
