Argentina Suggests Tax on Betting for Local Clubs.

In a move aimed at bolstering neighborhood sports and social clubs, deputy of Argentina Natalia Zaracho has introduced legislation proposing a tiered tax on online betting operators. The revenue generated would be allocated to provide monthly financial support for qualifying local clubs, fostering community development.
Linking Gambling Revenue to Community Welfare
The proposed bill envisions channeling a portion of the earnings from online betting taxes directly into neighborhood sports clubs across the country. The initiative would establish a system of monthly grants for eligible organizations, financed through a graduad levy on betting companies. Tax rates would range from 5% to 30%, depending on domestic investment levels and foreign market presence.
Support for Barrio Clubs
Dubbed the “Ley de Clubes de Barrio,” Zaracho’s legislation aims to strengthen Argentina’s grassroots sports and social institutions. It proposes the creation of a “Tarjeta Club” card. These would provide clubs with funding to cover operational costs, infrastructure upgrades, maintenance, and equipment needs. Additionally, the funds could be allocated to other community-related activities linked to sports and social engagement. The bill also seeks to expand the scope of the existing derecho de formación deportiva. Also it allocates part of player-transfer revenues to clubs that have contributed to player development.

A Tiered Approach to Betting Taxes
Under the proposed framework, a standard 10% tax would be levied on the net value of player deposits made through online betting platforms. Operators could lower this rate to 5% by making qualifying investments within Argentina. Foreign involvement in betting would attract a higher levy. A 20% rate if a foreign entity participates, increasing to 30% if the operator is based in a tax haven or another low-tax jurisdiction.
Context and Policy Objectives
Zaracho, representing Buenos Aires and affiliated with the Patria Grande Front, became Argentina’s first “cartonera” legislator. She took office in 2021, after her previous work as an urban scrap collector. Additionally her legislative focus has centered on economía popular and social-protection initiatives. This bill positions betting-tax revenue as a reliable funding source to sustain clubs that serve social, educational, sporting, and community functions, aligning economic policy with grassroots development efforts.
