Brazil Launches Public Inquiry on New Regulations for Betting Licenses
Ministry of Finance in Brazil has announced the launch of a 45-day public consultation, scheduled from July 27 to September 9, 2026, to gather input on proposed modifications to the licensing procedures for fixed odds betting operators.
Revision of Brazil’s Betting Authorization Framework
The Ministry of Finance has opened a period for public comments concerning changes to the licensing process for fixed-odds betting operators. This consultation period will extend from July 27 through September 9, 2026, as part of the government’s review of how operators are approved to offer sports betting and online gaming within the regulated market.
This initiative will inform a new ordinance being drafted by the Secretariat of Prizes and Bets (SPA), the division within the ministry responsible for overseeing the sector. Authorities emphasized that the review aims to modernize the current authorization process and incorporate lessons learned from Brazil’s initial licensing cycle.
Timeline for Public Input
Individuals and organizations are invited to submit their feedback via the Brasil Participativo Portal, using a gov.br account. Following the closure of the consultation, the SPA will evaluate all submissions pursuant to Article 31 of Decree No. 12,002/2024.
The Public Consultation Notice SPA/MF No. 3/2026 was published in Brazil’s Federal Official Gazette on July 22, appearing in Edition 136, Section 3, Page 182. The notice was issued by the Ministry of Finance’s Secretariat of Prizes and Betting.
According to the notice, the consultation seeks contributions and insights to aid in drafting an ordinance that will establish the rules and conditions for obtaining authorization to operate fixed-odds betting lotteries commercially.
Anticipated Changes to Licensing Regulations
The SPA is gathering input to develop a revised set of rules governing the authorization of sports betting and online gaming businesses. In this context, fixed-odds betting refers to wagers made at predetermined odds, as opposed to payouts that fluctuate based on event outcomes.

Officials plan to overhaul the existing procedure outlined in SPA/MF Ordinance No. 827/2024, which established the current requirements for licensing betting operators under Brazil’s existing legal framework.
In developing the new framework, the SPA intends to incorporate lessons learned from the initial licensing rounds. This review is part of the broader effort by regulators to refine the rules governing entry into the legal betting market.
Enhancing Transparency in Licensing Processes
The public consultation follows Administrative Order No. 2,126, issued earlier this week by the Ministry of Finance. This order establishes a task force tasked with ensuring transparency in the licensing procedures for gambling companies.
