MGCB Issues Cease-and-Desist Orders to Offshore Gambling Operators in Michigan

The Michigan Gaming Control Board (MGCB) has taken action against several offshore gambling operators by issuing cease-and-desist letters for illegally offering online gaming and sports betting to residents of Michigan.
These letters were sent to operators such as BetPhoenix, Kings Chance Casino, Vegas Strip Casino, 31 Bets Casino, Betnuvo, Jackpotter, Starbets, The Virtual Casino, This Is Vegas, and xWin90. Following thorough investigations, the MGCB determined that each of these entities was providing illegal online casino-style games or sports wagering, violating state laws.
MGCB Executive Director Henry Williams emphasized the risks posed by unregulated online gambling sites, stating, “Illegal online gambling sites operate without oversight, putting players at risk and undermining Michigan’s secure, regulated marketplace.” He reaffirmed the agency’s commitment to protecting residents by continuing to take decisive actions against unlicensed operators to ensure all gaming activities are conducted lawfully and responsibly.

Under Michigan law, specifically the Lawful Internet Gaming Act and the Lawful Sports Betting Act, companies must obtain a license from the MGCB to legally offer iGaming or sports betting services within the state. The MGCB highlighted that entities operating without proper licensing pose “significant risks” to players, including the absence of proper protections, the lack of guarantees regarding fair gameplay, and no available recourse for disputes or claims to withheld winnings.
The MGCB warned that failure by these offshore operators to comply with the cease-and-desist orders could result in further enforcement actions. Additionally, on November 4, the agency responded to recent betting scandals within the NBA and introduced various responsible gaming measures for licensed operators. These measures include mandatory integrity monitoring, the review and approval of events and wager types, restrictions on insider betting, and internal control requirements aimed at promoting responsible gaming practices.
